The Fullerton Public Library, located at 903 Broadway Street, contains 14,000 volumes and has an average annual circulation of 15,860. School District No. 1 in Nance County covers 192.9 square miles. This Class 3, Type K-12 district is accredited by the Nebraska Department of Education and the North Central Association.
The public elementary school, built in 1994, has a maximum capacity of 300. The public junior-senior high school, built in 1923, has a maximum capcity of 300.
Vocational courses and tech prep programs offered at Fullerton High School include business education, agriculture, family and consumer science, and industrial tech.
The Fullerton School System is part of North Tri-Valley Distance Learning Consortium with full motion, fully interactive video and audio using 45 Mbps of bandwidth with fiber to the high school. The same system provides T-1 bandwidth for Internet access. Tri-Valley Distance Learning digital video switch provides access to Central Community College (Grand Island), the Edgerton Explorit Center (Aurora), Wayne State College (Wayne), Northeast Nebraska Community College (Norfolk), Metropolitan Community College (Omaha), University of Nebraska at Omaha, the Kiewiet Technology Center (Omaha), and University of Nebraska at Lincoln.
Fullerton participates in Educational Service Unit (ESU) No. 7, which is headquartered in Columbus. The ESU provides cooperative services to schools and leadership in improving the quality of education. Services are approved by the school districts through a representative process.
Local students attend Central Community College with campuses located in Grand Island, Hastings and Columbus. Central Community College offers both technical/career education programs and an academic transfer program for students wanting to earn a bachelor's degree.

Fullerton Health Care, located at 300 North 2nd Street, has a capacity of 75 units. In addition to short- and long-term care, Fullerton Health also provides respite and adult day care. The professional staff provides 24-hour skilled nursing services; IV, physical, occupational, and speech therapy; peritoneal dialysis; specialized skin and wound care; medical transportation services; religious services; and full housekeeping and laundry. The Nance County Sheriff's Department, employing seven sworn officers and five support personnel, serves the citizens of Fullerton. Equipment owned by the department includes an ATV, eight cruisers, and a K-9 unit. Protection is provided to existing businesses by security checks. The crime rate per 1,000 population in Nance County in 2000 was 7.9 compared to a state crime rate of 41.0 and a national rate of 41.2.
